What is PRIMA?

The PRIMA Programme (Partnership for Research and Innovation in the Mediterranean Area)  is a long-term European initiative funding collaborative research and innovation projects to address critical challenges in the Mediterranean, focusing on:

  • Water management

  • Farming systems

  • Agri-food value chains

It promotes sustainable development, climate resilience, and food and water security through partnerships between EU and Southern/Eastern Mediterranean countries. PRIMA operates under Article 185 of the Treaty on the Functioning of the EU, funded by the EU (Horizon 2020/Horizon Europe) and Participating States.

Who is eligible for PRIMA funding?

Who can apply:

  • Legal entities based in PRIMA Participating States (19 countries across EU and Mediterranean)
  • Research institutions, universities, SMEs, public bodies, and NGOs
  • Must form consortia with at least 3 partners from 3 PRIMA countries, including one from a non-EU Mediterranean Partner Country.

Section 1 (EU-funded):

  • Follows Horizon Europe rules
  • Funding: 100% for RIA, 70% (or 100% for non-profits) for IA

Section 2 (Nationally funded):

  • Eligibility and funding vary by country
  • Applicants must follow their national funding agency’s rules
What type of funding does PRIMA offer?

The Partnership for Research and Innovation in the Mediterranean Area (PRIMA) offers competitive, project-based funding for collaborative research and innovation projects that address key challenges in the Mediterranean region.

🔹 Research and Innovation Actions (RIA):

  • Support the development of new knowledge, methods, or solutions

  • Typically cover early to mid-stage research (Technology Readiness Levels TRL 3–6)

  • Funded under both Section 1 (EU-funded) and Section 2 (nationally funded)

🔹 Innovation Actions (IA):

  • Focus on testing, piloting, and scaling up innovations in real-life conditions

  • Target more advanced stages (TRL 6–8)

  • Available only under Section 1

How do PRIMA’s Section 1, Section 2, and Section 3 differ?
  • Section 1

    • Funding source: European Union (Horizon Europe)

    • Managed by: PRIMA-IS (centralized)

    • Application process: Single-stage submission via the PRIMA Electronic Submission System (ESS)

    • Rules: Follows Horizon Europe rules (e.g. funding rates, evaluation criteria)

  • Section 2

    • Funding source: National funding agencies of Participating States

    • Managed by: Each country’s own funding authority

    • Application process: Centralized submission through PRIMA ESS, but funding rules vary by country

    • Rules: Applicants must comply with their national eligibility and funding conditions

  • Section 3

    • Funding source: Directly from Participating States

    • Managed by: Participating States independently

    • Application process: No open calls — these are non-competitive, strategic initiatives (e.g. capacity building, networking)

    • Rules: Not open for general application; defined and executed by the countries themselves

How much funding is available?

The Partnership for Research and Innovation in the Mediterranean Area (PRIMA) has a total budget of up to €709 million for 2018–2027, combining EU and national contributions. In 2025, about €72.3 million is available:

  • €34.9 million from the EU (Section 1)

  • ~€37.4 million from Participating States (Section 2)

Funding rates vary by section:

  • Section 1 (EU-funded): up to 100% for Research & Innovation Actions (RIA) and 70% (or 100% for non-profits) for Innovation Actions (IA)

  • Section 2 (nationally funded): funding rates depend on national rules of each country

Typical project grants range from €1 million to €3 million.

What are key deadlines?

The Partnership for Research and Innovation in the Mediterranean Area (PRIMA) launches annual calls for proposals, typically published in early spring (March–April).

Key deadlines usually fall around:

  • Section 2 (nationally funded): early July

  • Section 1 (EU-funded): mid July

  • CEST

👉 Exact dates for 2026 will be announced on the PRIMA website and through National Contact Points (NCPs). It’s recommended to begin preparing proposals in advance as deadlines and topics are consistent year to year.

  • Build a Consortium

    • At least 3 partners from 3 PRIMA countries, including one non-EU Mediterranean Partner Country.

  • Choose Your Call

    • Apply under Section 1 (EU-funded) or Section 2 (nationally funded).

  • Prepare Your Proposal

    • Submit:

      • Part I (administrative data)

      • Part II (technical description, max 45 pages)

      • Budget table (Excel)

  • Submit via ESS

    • Upload all documents before the deadline through the Electronic Submission System.

  • Evaluation and Funding

    • Proposals are evaluated based on Excellence, Impact, and Implementation.

    • Section 1: Funded by PRIMA-IS (EU).

    • Section 2: Funded by national agencies.

What is the evaluation criteria?

PRIMA proposals are evaluated based on Excellence, Impact, and Implementation Quality. Reviewers assess the clarity of objectives, soundness of the methodology, expected outcomes, societal relevance, and the strength of the consortium and work plan. Each criterion is scored from 0 to 5, with a minimum total of 10/15 needed to be considered for funding.

Eligible costs

Eligible costs typically include personnel costs, travel and subsistence costs, equipment and infrastructure costs, subcontracting costs, and other direct costs necessary for the implementation of the project, and indirect costs. However, the specific eligible costs and funding levels may vary per country and are detailed in the national regulations of each participating states.

What is the TRL required to apply to the PRIMA programme?

The Technology Readiness Level (TRL) required to apply for the PRIMA programme depends on the type of action and the specific section of the call:

For Section 1 (EU-funded, Horizon Europe rules):

  • Research and Innovation Actions (RIA): These typically start at TRL 3 or 4 and aim to reach TRL 5 or 6. The focus is on technology development and validation in a relevant environment.

  • Innovation Actions (IA): These generally start at TRL 5 or 6 and are expected to progress to TRL 7 or 8, involving demonstration and market replication.

For Section 2 (nationally funded, subject to national rules):

  • RIAs can start from TRL 3 (experimental proof of concept) and typically aim to reach up to TRL 6 (technology demonstrated in a relevant environment).

Applicants are encouraged to specify the TRL at the start and expected TRL at the end of the project in the proposal documents and to use the TRL self-assessment tool provided by PRIMA.
